Chandigarh, August 14: The Punjab Cabinet headed by Chief Minister Bhagwant Singh Mann approved the convening of the seventh session of the 16th Punjab Vidhan Sabha from September 2 to 4. NOC Green flag to do away with condition in principle The Cabinet has agreed to do away with No Objection Certificate (NOC) condition for land registration in principle. Punjab Fire Safety and Emergency Services Bill, 2024 approved The Cabinet also approved the Punjab Fire Safety and Emergency Services Bill, 2024. Amendment of the Act of 2012 was required as the Act was not able to meet the requirements of the work related to fire fighting in the present context. After the enactment of this proposed bill, the owners and occupiers of buildings in Punjab will get a big relief as they will have to get the fire safety certificate after three years instead of getting the annual fire safety certificate. In this regard, the buildings will be divided into low, medium and high risk categories. This bill will also provide for the insurance of people against the risk of fire and other perils. This bill will bring more efficiency in the functioning of fire brigade department and will help in providing better fire brigade and emergency services in urban as well as rural areas in Punjab. The cabinet decided to create 49 posts in seven gram Nyalias. Also approved creation of 49 posts for Sahib (Rupnagar). The purpose of establishing this Gram Nyalya is to ensure easy access to justice for every citizen of the country. More newly established Gram Nialayas will ensure justice close to people’s homes at affordable rates and also reduce workload from courts. Motor vehicle tax reduced on registered tourist vehicles in Punjab Cabinet also reduced motor vehicle tax on registered tourist vehicles in Punjab. Earlier, registration of vehicles in Punjab was very high compared to neighboring states, due to which the registration of tourist vehicles in Punjab was very low, but now this step will stop this trend and increase the revenue of the state. This policy will help the youth to hone their skills along with social welfare activities. This policy will encourage the youth for the noble work of sports, cultural activities. Decision to amend the Sports Regular Cadre Service The Cabinet has approved the amendment of the Sports Regular Cadre Service Rules by preparing the ‘Outstanding Sports Persons Service Rules’ of the Sports Department. This decision will provide employment opportunities to sportsmen with outstanding sporting talent in the sports department. Similarly, the Cabinet has also approved the ‘Punjab Sports Medical Cadre Service Rules’ for providing medical assistance to the players. Tree conservation policy for non-forest government and public land-2024 given green signal The Cabinet has given green signal to the tree conservation policy for non-forest government and public land-2024. Punjab is an agricultural state with 83 percent of its area under agriculture. Punjab has a total area of 5.92 percent under forest and trees and the Punjab government has set a target to increase this area to 7.5 percent by 2030. The main objective of this policy is to provide adequate protection to trees standing in non-forest government and public land and to provide adequate provision for compensation of environmental damage by plantation. According to this policy, the concerned department will prepare the number of trees standing in their land and the documentation will be maintained through online portal/mobile app to save them. This policy will be applicable to all non-forest land in state government departments, all government institutions, local governments and panchayat land. According to this decision, the decision about cutting trees or planting new saplings will be taken by the committees formed at the sub-division/district and state level in this regard. This policy will also generate some revenue from plantations and help preserve greenery across the state, especially in urban areas. Also approved to start a project for promotion of agro-forestry and conservation of biological diversity The Cabinet also approved to start a project for promotion of agro-forestry and conservation of biodiversity in Punjab at a cost of Rs 792.88 crore with the support of Japan. . This project will increase the area under trees under agroforestry in Punjab, conserve ground water, increase farmers’ income and reduce air pollution caused by stubble blowing, better integrated management of water resources in the Siwalik region, improvement of water bodies and biodiversity in the state. It will help in conservation and promotion of eco-tourism. A detailed report of this project will be prepared by the Government of India, Ministry of Environment, Japan International Cooperation Agency (JICA) and Forest Department of Punjab. This project will be implemented for five years from 2025-26. State Executive Committee as Competent Authority for Release of Compensation for Damaged Crops Due to Natural Calamities Cabinet nominated SDRF for compensation of damaged crops in case of notified natural calamities. And also gave approval to nominate the State Executive Committee as the competent authority for release of funds of more than one crore rupees jointly from the state budget. This will provide adequate compensation to farmers for crop losses due to natural calamities.
