Decisions of the Himachal Pradesh Cabinet
Mukhyamantri Bal Suposhan Yojana was approved in the meeting of the state cabinet held here today under the chairmanship of Chief Minister Jai Ram Thakur. The scheme will be run with the joint efforts of Central and State Governments and Women and Child Development, Health and Family Welfare, Department of Elementary Education and National Health Mission. Significant improvement in the nutritional status of mothers and children has been envisaged through intensive interventions by converging different stakeholders through this scheme. The State Government has consulted extensively with the Policy Commission to realize this endeavor through the Seven Pillar approach. Its components include early detection and treatment of diarrhea, intensive monitoring and care of identified high risk groups, special SNP-protein rich foods for high risk children and adoption of better eating habits, various for anemia in children and adolescents. Strategies include interventions, high-risk pregnancies, especially hypertension and anemia, treatment and follow-up of malnourished children, and strategies for social behavior change. The budget of this scheme is Rs. 65 crores. It will prove to be a milestone in tackling the problem of childhood malnutrition by combating diseases like diarrhea, pneumonia and anemia.
It will be involved in planning, implementing and monitoring the health of stakeholder children, adolescents, pregnant women and lactating mothers, with a focused approach as a mass movement. This scheme will enable HP to improve NFHS-5 standards in a timely manner.
The Cabinet also decided to give 50 per cent concession in fares to female passengers in Himachal Path Transport Corporation’s intra-state ordinary buses. In this regard, the Chief Minister had made an announcement on the occasion of Himachal Day on April 15, 2022 in Chamba.
The Cabinet also approved to provide government guarantee in favor of Himachal Path Transport Corporation for taking term loan of Rs.160 crore for purchase of 360 new buses / other transport vehicles. This will provide better transport facilities to the passengers.
The Cabinet also decided to provide free domestic water supply facility to the people in the rural areas of the state from May 1, 2022.
The Cabinet also gave permission to provide two free gas cylinders to the beneficiaries of Mukhyamantri Grihini Suvidha Yojana in addition to the refill given at the time of providing gas connection.
The Cabinet also approved to provide 12 weeks of adopted leave to the regular female employees of the State Government.
The Cabinet also decided to increase the present honorarium for part time employees working in Patwar Circles of Revenue Department from Rs. 4100 to Rs. 5000 per month.
The Cabinet decided to increase the honorarium of lumberjacks in the revenue department from the existing Rs. 2300 to Rs. 3200 per month.
The Cabinet also decided to increase the honorarium of cooks and assistants working under the mid-day meal scheme by Rs. 900 per month from April 1, 2022. This decision will benefit more than 20,650 cooks and assistants working in the elementary education department.
In the meeting, it was decided to increase the honorarium of untimely water carriers working in the education department by Rs. 900 per month from April 1, 2022. This will benefit 581 water carriers.
The Cabinet decided to increase the honorarium of teachers of all categories appointed under SMC by Rs.1000 per month from April 1, 2022, which will benefit 2477 SMC teachers of the state.
In the meeting, approval was given to create and fill 66 posts of Superintendent, Grade-1 for smooth operation of Education Department.
The Cabinet also approved to fill 177 posts of Operation Theater Assistants in the Department of Health and Family Welfare for the convenience of patients.
In the meeting it was decided to fill 100 posts of Veterinary Officers in the Animal Husbandry Department through direct recruitment / batchwise recruitment on contract basis.
The Cabinet also approved to fill 130 posts of various categories on contract / outsource basis under the National Health Mission.
The meeting also approved to provide two sets of school uniforms to the children of pre-primary (nursery) in government schools under the Atal School Uniform Scheme. For this a sewing amount of Rs. 200 per year will also be given.
The Cabinet also approved to extend the existing one time settlement scheme of Himachal Pradesh Scheduled Castes and Scheduled Tribes Corporation Limited for a period of one year and decided to waive the margin money loan and interest of Rs. 2.83 crore. This will benefit 11133 beneficiaries.
In the meeting, it was decided to create and fill a post of medical officer (psychiatrist) on contract basis in addition to a post of cleaner in Nari Seva Kendra Mashobra of Shimla district.
The Cabinet also approved a significant increase in the salaries / honorarium of the employees working in the Himachal Pradesh Child / Girls Ashrams, State / District Child Protection Units and State Adoption Resource Agency / Child Protection Service programs run by the Himachal Pradesh Child Welfare Council. This will benefit 247 employees working in these institutes.
In the meeting, approval was given to construct new Patwar Vrit Dhwal by separating Patwar Vrit Bhatwara under sub-tehsil Dahar in Mandi district.
The Cabinet also gave approval for reorganization of Patwar Vrit Batuhi and Panoh in Una tehsil of Una district and construction of new Patwar Vrit Tayodi.
In the meeting, approval was given to make new Patwar Vrit Tandi by dividing Patwar Vrit Saroa in Chachyot tehsil of Mandi district.
The Cabinet also gave approval to construct new Patwar Circle beds in Una district apart from Bohana, Dihar and Dhanet.
The Cabinet also gave its approval to give 0-01-16 hectare land on lease basis to Himachal Pradesh Path Transport Corporation for a period of 99 years for construction of Himachal Pradesh Path Transport Corporation workshop at Mauja Pathiar in Tehsil Nagrota Bagwan of Kangra District.
The Cabinet gave its approval for creation and filling of 14 posts of different categories in the Mediation Cell of the State / District Consumer Commission.
The Cabinet also gave approval to start science classes in Tikkaru and Malal Government Senior Secondary Schools of Dalhousie Assembly constituency of District Chamba and to create and fill 6 posts of different categories.
The Cabinet also gave approval to open a new state primary school in Baker of Gram Panchayat Khavlech under Saraj assembly constituency of district Mandi.
In the meeting, it was decided to start commerce classes for the convenience of students in the state senior secondary school Kuh Manjwar of district Bilaspur.
The Cabinet also approved to start science classes in Sarimolag Government Senior Secondary School of District Kangra and non-medical classes in State Senior Secondary School Jahal of District Mandi and to create four posts.
The Cabinet also approved to open and fill 18 posts of different categories with the opening of Government Degree College in Kupvi of Chaupal assembly constituency of Shimla district. In addition, provision of Rs. 5 crore was made for construction work.
Also gave in-principle approval to nominate language teachers working in the education department as TGT (Hindi).
The Cabinet also decided to increase the existing bed capacity in the Regional Hospital Bilaspur from 270 to 300 beds for the convenience of patients.
The Cabinet also approved the signing of a Memorandum of Understanding (MoU) with the Ministry of Health and Family Welfare, Government of India to implement the components of the Prime Minister Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) centrally sponsored schemes. This will help in developing the public health system. The objective of strengthening public health institutions at the grassroots level in the state is to meet the needs of future epidemics by integrating the necessary public health functions and service delivery.
Approved to upgrade Bansha Veterinary Dispensary in Kullu District to Veterinary Hospital for the convenience of farmers and to create and fill three posts. This will benefit the people of 8 panchayats.
In addition to converting 286 veterinary dispensaries opened under Mukhyamantri Arogya Pashudhan Yojana into regular veterinary dispensaries, the Cabinet also gave approval to convert 286 posts of Gram Panchayat Veterinary Assistants as Veterinary Pharmacists on contract basis.

The Cabinet also gave its approval to open Jal Shakti Mandal in Sujanpur of Hamirpur district and to create and fill the necessary posts for its smooth operation.
The Cabinet also decided to open a new Jal Shakti sub-division at Kangu in Sundernagar area of Mandi district, Jal Shakti sub-division under Sundernagar, Jal Shakti section at Churad and a new Jal Shakti section at the outpost under Jal Shakti sub-division Nihri and create and fill the required posts. The Cabinet also gave approval to fill two posts of Pharmaceutics and Pharmacognosis Lecturer on contract basis in Ayurvedic Pharmaceutical Science College, Jogindernagar, District Mandi.
In the meeting, it was decided to open a new Ayurvedic health center in village Jhamach of Banjar assembly constituency of district Kullu and to create and fill three posts of different categories.
The Cabinet also gave approval to give the status of district level fair to Shaheed Kalyan Singh Memorial and Cultural Fair Halla of Shilai tehsil of Sirmaur district.
The meeting also approved the construction of additional rooms for the convenience of the people at Bajaura, a rest house of Himachal Pradesh Public Works Department in Bhuntar tehsil of Kullu district.
The Cabinet decided to open two new sections (Civil and Electrical) of Public Works Department in Super Specialty Block Chamyana of District Shimla.
The Cabinet also approved to set up a Transport Appellate Tribunal to regulate all aspects of road transport vehicles in the state and to create and fill 12 posts of different categories.
