ਮਨਾ ਸਕਣ।<&sol;p>&NewLine;<p>ਮੰਗ ਪੱਤਰ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਅਣਗਹਿਲੀ ਕਾਰਨ ਝੋਨੇ ਦੀ ਸਰਕਾਰੀ ਖਰੀਦ ਸ਼ੁਰੂ ਹੋਣ ਦੇ 26 ਦਿਨ ਬਾਅਦ ਵੀ ਪੰਜਾਬ ਸਰਕਾਰ ਸੂਬੇ ਭਰ ਦੀਆਂ ਮੰਡੀਆਂ ਵਿੱਚੋਂ ਜ਼ਿਆਦਾਤਰ ਝੋਨਾ ਚੁੱਕਣ ਵਿੱਚ ਅਸਫਲ ਰਹੀ ਹੈ। &Tab; ਸਤੰਬਰ ਦੇ ਆਖਰੀ ਹਫ਼ਤੇ&comma; ਪੰਜਾਬ ਸਰਕਾਰ ਨੂੰ ਘੱਟੋ ਘੱਟ ਸਮਰਥਨ ਮੁੱਲ &&num;8216&semi;ਤੇ ਝੋਨੇ ਦੀ ਖਰੀਦ ਲਈ ਕੇਂਦਰ ਸਰਕਾਰ ਤੋਂ 44&comma;000 ਕਰੋੜ ਰੁਪਏ ਪ੍ਰਾਪਤ ਹੋਏ ਸਨ।&&num;8221&semi;<&sol;p>&NewLine;<p>ਭਾਜਪਾ ਦੇ ਮੈਮੋਰੰਡਮ ਵਿੱਚ ਅੱਗੇ ਦੋਸ਼ ਲਾਇਆ ਗਿਆ ਹੈ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਝੋਨੇ ਦੀ ਨਿਰਵਿਘਨ ਖਰੀਦ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ ਸਮੇਂ ਸਿਰ ਸਾਰੇ ਲੋੜੀਂਦੇ ਪ੍ਰਬੰਧ ਕਰਨ ਵਿੱਚ ਬੁਰੀ ਤਰ੍ਹਾਂ ਅਸਫਲ ਰਹੀ ਹੈ&colon; ਭਾਵੇਂ ਬਾਰਦਾਨੇ ਦੀ ਖਰੀਦ ਹੋਵੇ&comma; ਤਰਪਾਲਾਂ ਦੀ ਖਰੀਦ ਹੋਵੇ ਜਾਂ ਕਸਟਮ ਮਿਲਿੰਗ ਨੀਤੀ ਦਾ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਂ ਐੱਫ&period;ਆਰ&period;ਕੇ&period; &rpar; ਮਿਲਿੰਗ ਨੀਤੀ ਜਾਂ ਲੇਬਰ ਕੰਟਰੈਕਟ ਜਾਂ ਟਰਾਂਸਪੋਰਟੇਸ਼ਨ ਕੰਟਰੈਕਟ ਆਦਿ।<&sol;p>&NewLine;<p>ਮੰਗ ਪੱਤਰ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਸੂਬਾ ਸਰਕਾਰ ਮੰਡੀਆਂ ਵਿੱਚ ਪੀਣ ਵਾਲੇ ਪਾਣੀ&comma; ਪਖਾਨੇ ਅਤੇ ਜ਼ਰੂਰੀ ਮੈਡੀਕਲ ਸਹੂਲਤਾਂ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਵਿੱਚ ਵੀ ਨਾਕਾਮ ਰਹੀ ਹੈ।<&sol;p>&NewLine;<p>ਇਸ ਵਿਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਸਰਕਾਰ ਦੀ ਸਭ ਤੋਂ ਵੱਡੀ ਅਸਫਲਤਾ ਝੋਨੇ ਦੀ ਮਿਲਿੰਗ ਲਈ 5&comma;500 ਰਾਈਸ ਮਿੱਲਰਾਂ ਨਾਲ ਸਮਝੌਤਾ ਕਰਨ ਵਿਚ ਅਸਮਰੱਥਾ ਹੈ।<&sol;p>&NewLine;<p>ਇਸ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ&comma; &OpenCurlyDoubleQuote;ਹੁਣ&comma; ਪੰਜਾਬ ਵਿੱਚ ਚੱਲ ਰਿਹਾ ਝੋਨੇ ਦੀ ਖਰੀਦ ਸੰਕਟ ਇੱਕ ਗੰਭੀਰ ਕਾਨੂੰਨ ਵਿਵਸਥਾ ਦਾ ਮੁੱਦਾ ਬਣ ਗਿਆ ਹੈ।”<&sol;p>&NewLine;<p>&OpenCurlyDoubleQuote;ਅਕਤੂਬਰ ਦੇ ਪਹਿਲੇ ਹਫ਼ਤੇ ਤੋਂ ਪ੍ਰਦਰਸ਼ਨ ਕਰ ਰਹੇ ਕਿਸਾਨਾਂ ਨੇ ਹੁਣ ਆਪਣੇ 15-20 ਦਿਨਾਂ ਦੇ ਲੰਬੇ ਅੰਦੋਲਨ ਦੀ ਤੀਬਰਤਾ ਨੂੰ ਵਧਾ ਦਿੱਤਾ ਹੈ ਅਤੇ ਹੁਣ ਰਾਸ਼ਟਰੀ ਅਤੇ ਰਾਜ ਮਾਰਗਾਂ ਅਤੇ ਸਥਾਨਕ ਸੜਕਾਂ ਨੂੰ ਜਾਮ ਕਰ ਰਹੇ ਹਨ&comma;
