ਸ਼ਹਿਰੀ&comma; CBSE-ਸਿੱਖਿਅਤ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਪੱਖ ਵਿੱਚ ਸੰਤੁਲਨ ਨੂੰ ਗਲਤ ਢੰਗ ਨਾਲ ਝੁਕਾਇਆ ਹੈ&comma; ਜੋ ਕਿ ਪੇਂਡੂ ਪਿਛੋਕੜ ਵਾਲੇ ਪ੍ਰਤਿਭਾਸ਼ਾਲੀ ਪਰ ਵਾਂਝੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਛੱਡ ਕੇ&comma; ਜ਼ਿਆਦਾਤਰ ਸਰਕਾਰੀ ਅਤੇ ਤਾਮਿਲ ਮਾਧਿਅਮ ਸਕੂਲਾਂ ਵਿੱਚ ਪੜ੍ਹੇ-ਲਿਖੇ ਸਾਲਾਂ ਤੋਂ ਪ੍ਰਾਈਵੇਟ ਕੋਚਿੰਗ ਦੇ ਸਕਦੇ ਹਨ।<&sol;p>&NewLine;<p>ਮੁਕੱਦਮੇ ਵਿੱਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ 2021 ਬਿੱਲ ਰਾਜ ਵਿਧਾਨ ਸਭਾ ਦੁਆਰਾ ਸਰਬਸੰਮਤੀ ਨਾਲ ਪਾਸ ਕੀਤਾ ਗਿਆ ਸੀ। ਰਾਜਪਾਲ ਨੇ ਸੰਵਿਧਾਨ ਦੀ ਧਾਰਾ 201 ਤਹਿਤ ਬਿੱਲ ਨੂੰ ਰਾਸ਼ਟਰਪਤੀ ਕੋਲ ਵਿਚਾਰ ਲਈ ਭੇਜਿਆ ਸੀ।<&sol;p>&NewLine;<p>ਰਾਜ ਨੇ ਬਾਅਦ ਵਿੱਚ ਕੇਂਦਰੀ ਮੰਤਰਾਲਿਆਂ ਦੇ ਇਤਰਾਜ਼ਾਂ ਅਤੇ ਸਪੱਸ਼ਟੀਕਰਨਾਂ ਦਾ ਜਵਾਬ ਦਿੱਤਾ ਸੀ&comma; ਪਰ ਰਾਸ਼ਟਰਪਤੀ ਦੀ ਸਹਿਮਤੀ ਬਿਨਾਂ ਕੋਈ ਕਾਰਨ ਦੱਸੇ ਆਪਣੇ ਆਪ ਰੱਦ ਕਰ ਦਿੱਤੀ ਗਈ ਸੀ। ਰਾਸ਼ਟਰਪਤੀ ਵੱਲੋਂ ਬਿੱਲ ਨੂੰ ਮਨਜ਼ੂਰੀ ਦੇਣ ਤੋਂ ਇਨਕਾਰ ਕਰਨ ਦੀ ਗੱਲ 4 ਮਾਰਚ&comma; 2025 ਨੂੰ ਰਾਜਪਾਲ ਸਕੱਤਰੇਤ ਰਾਹੀਂ ਦੱਸੀ ਗਈ ਸੀ।<&sol;p>&NewLine;<p>&OpenCurlyDoubleQuote;ਇਹ ਮੁਕੱਦਮਾ ਸੰਵਿਧਾਨ ਦੀ ਵਿਆਖਿਆ ਦੇ ਸੰਬੰਧ ਵਿੱਚ ਕਾਨੂੰਨ ਦੇ ਮਹੱਤਵਪੂਰਨ ਸਵਾਲ ਉਠਾਉਂਦਾ ਹੈ&comma; ”ਤਾਮਿਲਨਾਡੂ ਨੇ ਪੇਸ਼ ਕੀਤਾ।<&sol;p>&NewLine;<p>ਮੁਕੱਦਮੇ ਵਿਚ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿ ਰਾਜ ਨੇ&comma; ਇਤਿਹਾਸਕ ਤੌਰ &&num;8216&semi;ਤੇ&comma; ਪੇਸ਼ੇਵਰ ਕੋਰਸਾਂ ਵਿਚ ਦਾਖਲੇ ਦੀ ਆਪਣੀ ਪ੍ਰਣਾਲੀ ਨੂੰ ਹਮੇਸ਼ਾ ਧਿਆਨ ਨਾਲ ਤਿਆਰ ਕੀਤਾ ਹੈ। ਕਾਮਨ ਐਂਟਰੈਂਸ ਟੈਸਟ &lpar;ਸੀ&period;ਈ&period;ਟੀ&period;&rpar;
